Digital Decade Policy Program 2030: How EU is stimulating AI and Digitalization "No more Dackelblick“

When it comes to digital transformation, we look to China with adoring eyes in German: “Dackelblick”. But not everything in Europe is bad.

Amid the current flurry of praise for China’s national AI strategy on social media, many things simply fall by the wayside. The EU launched an AI mission as early as 2022. To push and navigate the digital landscape, the European Commission, Parliament, and Council have agreed already in 2022 on a unified strategy: human-centric unified strategy to accelerate its digital transformation: The Digital Decade Policy Program (DDPP) 2030. This landmark initiative establishes a strategic framework for monitoring and collaboration among EU Member States to ensure a safe, inclusive, and sustainable digital evolution.

👮But not only has the EU adopted a program that requires EU countries to develop national AI roadmaps — it has also launched a process to monitor progress on an annual basis. I think that's really great.💪

The Digital Decade Policy Program 2030, established by Decision (EU) 2022/2481, is the European Union's human-centric strategy to accelerate its digital transformation. It outlines four cardinal points and targets to be collectively achieved across Member States by 2030

The program focuses on 4 Cardinal Points to guide Europe over the next decade:

1️⃣ A Digitally Skilled Population: Empowering citizens with basic digital skills and fostering highly skilled digital professionals.
2️⃣ Secure & Sustainable Digital Infrastructures: Prioritizing connectivity and securing critical infrastructures through enhanced EU collaboration.
3️⃣ Digital Transformation of Businesses: Ensuring small businesses and industry can compete fairly, access data, and adopt advanced technologies (Cloud, AI, Data Analytics). 4️⃣ Digitalisation of Public Services: Accelerating the rollout of essential online services like eHealth and eGovernment so no one is left behind.

📊 How do we measure progress? To keep Europe on track, the strategy relies on the Digital Economy and Society Indicators. This comprehensive dashboard acts as a performance radar, summarising and tracking progress across all four dimensions—skills, infrastructure, business, and public services. It provides the data-driven insights needed to ensure every milestone is met.

Aligned with EU values, the DDPP aims to build a resilient, safe, and competitive digital world where technology serves everyone, and innovation is both sustainable and resource-efficient.
